UNU-IAS PhD Scholarship Fellowship Programme

Since 1996, UNU-IAS offers PhD Fellowships to candidates in the last stages of their dissertation process to broaden their perspectives to other related scientific fields, and to expose them to international policy-making circles. So far, more than 90 Fellows from some 50 countries have passed through the PhD Fellowship Programme. Of those completing the programme, about one third have been women, and developing country participants have outnumbered developed country participants.

One or two PhD Fellowships are awarded each year for a period of 12 months, starting in September.

The Fellowship Programme provides the successful applicant with a unique opportunity to:

  • develop and advance their research under the supervision of a UNU-IAS faculty member and contribute to the overall research agenda of the Institute;
  • widen their research interests and professional networks by working in the international and multi-disciplinary context of UNU-IAS, and with its wider network of Japanese universities and research institutes, as well as international collaborators;
  • become exposed to the workings of the international and multilateral policy process and the broader UN system; and
  • link with other UNU-IAS and UNU PhD and Postdoctoral Fellows.

The Fellows are resident at UNU-IAS in Yokohama, Japan for the full term of the fellowship. This gives them the opportunity to gain from the broader research programme of lectures, seminars, workshops and conferences arranged by UNU-IAS. The Institute's close links with Japanese affiliated professors and visiting professors from key universities and think tanks in Japan also allow Fellows to link into the broader Japanese academic and research community.

2. Field of Research

The purpose of the UNU-IAS PhD Fellowship is to provide young scholars and policy-makers, especially from the developing world, with a multidisciplinarily context within which to pursue advanced research and training that are of professional interest to the applicant and of direct relevance to the research agenda of UNU-IAS. Research proposals for UNU-IAS PhD Fellowships should therefore relate clearly to one of the current research areas of the Institute, as well as aim to be policy relevant. Research proposals are invited in the following areas:

Science and Technology for Sustainable Societies
Sustainable Urban Futures
Biodiplomacy Initiative
Sustainable Development Governance

Traditional Knowledge Initiative

3. Eligibility and Conditions

Applicants must be at the dissertation writing stage of their PhD with a research proposal accepted by the candidate's university. Language proficiency in English is essential. Applicants from developing countries and women are particularly encouraged to apply.

UNU-IAS Ph.D. Fellowships are awarded for a period of 12 months. The starting date of the Ph.D. Fellowship Programme is 1 September. Successful applicants are required to be in Yokohama by this date. Residency in Yokohama for the full duration of the fellowship is required.

Fellows are provided with their own desk in a dedicated study room in the Institute, administrative support and desktop computing. Fellows have access to the UNU Library in Tokyo which includes an excellent collection of UN documents. They also have access via the UNU Library to various Japanese university libraries and computer databases. A limited range of other, more specialised computer hardware and software may also be available.

The fellowship provides a monthly stipend of JPY260,000 from which a monthly usage charge for accommodation is deducted (see below). A one-time-only settle-in-allowance of JPY 80,000 will be granted to each Fellow at the beginning of the programme for relocation, adjustment expenses, ground transportation and incidental costs. UNU-IAS provides Fellows with a return air ticket between his/her country of residence and Narita Airport. Settle-in-allowance and air tickets are, however, not provided for Fellows already residing in Japan before the commencement of the fellowship.

Fellows carry out their research in Yokohama under the supervision of a UNU-IAS faculty member and/or affiliated UNU-IAS network scholars. Fellows will spend about half of their working hours on their dissertation and the remaining half assisting the Institute’s projects and activities.

4. Accommodation

Ph.D. Fellows will be provided with accommodation by UNU-IAS (within 30 minute walk from the Institute). Usage charges other than utilities (electricity, water, gas, telephone, etc.) are as follows:

Single room apartment (for one person) JPY80,000 or more per month
Twin room apartment (for couples) JPY130,000 or more per month

5. Starting Date and Deadline for Applications

Contacts:

The UNU-IAS PhD Fellowship Programme begins on 1 September and the selected Fellows are required to be in Japan by this date. The deadline for applications for the 2011 Fellowships is 28 February 2011.

6. To Apply

Interested and eligible candidates are invited to complete the online-application form. If you do not have access to the Internet, please contact us (see the contacts below). The online form and the required documents indicated in the form must be in English. If the supporting document is in another language, please also attach an English translation.

Selection Criteria and Process

Applicants are evaluated on the following criteria:

The Hitachi Scholarship Foundation offers postgraduate scholarship

“What are the major pitfalls for public and private actors who promote local participatory development activities?”

“Which aid policies, modalities and instruments are most effective?”
“What are the characteristics of the main actors, such as government, NGOs, and bilateral and multilateral donors?”

This Master’s offers insight into the nature of development evaluation, as well as its relevance and challenges, at both a methodological and an institutional level. Students are familiarised with multidisciplinary analytical tools that will improve their capacity to understand interactions at the interface, and to contribute to an enhanced conceptualisation, implementation, monitoring and evaluation of development policies and programmes.

The programme offers two tracks with specific objectives and courses:

Track 1: Macro Dimensions of Aid. Track 2: Development Interventions and Local Institutional Change.

The Master’s in Development Evaluation and Management focuses on the efforts made by a wide range of public and private actors to promote development in low-income countries. It provides a solid understanding of past and present aid policies of multilateral and bilateral donors, and of the major aid modalities and instruments deployed. The institutional characteristics of the actors involved – be they governments, community-based organisations, international NGOs, bilateral or multilateral donors – are analysed so as to attain a better understanding of processes and outcomes. The theoretical perspective is that development can be understood as a set of interlocking collective action problems, on both the recipient and the donor side. The Master’s programme offers methodological and practical insights into development evaluation, its relevance and challenges.
Most of our students are engaged in development, professionally and/or as researchers. The Master’s will improve their capacity to assess the strengths and weaknesses of the prevailing aid paradigms and the changing approaches to aid. Students learn to appreciate the importance of different institutional arenas, and how they work and interact. They are familiarised with multidisciplinary analytical tools that will improve their capacity to analyse the interactions and contribute to an enhanced conceptualisation, implementation, monitoring and evaluation of development policies and programmes.

Track 2: Development interventions and local institutional change

This track conceptualises socio-political and economic development as the outcome of interactions between a conditioning institutional environment and the agency of local, national and international actors, including multi- and bilateral, governmental and non-governmental aid actors. Special attention is paid to the importance of micro-level institutions and processes, and how these condition the effectiveness of development efforts in improving livelihoods and neutralising processes of social exclusion. As all phases of the project cycle partly unfold in a local context, the powers constituting this context co-organise the processes of planning, implementation, monitoring and evaluation of interventions. Exploring in detail how local context transforms development interventions is of crucial importance, then, to recognising opportunities for resolving the poverty conundrum.

This track is intended for participants with work experience in civil society in the South (e.g. at research institutes or universities, or with local NGOs or entrepreneurial associations), donor agencies (including international NGOs, bilateral and multilateral donors) and government institutions. The candidate should be involved in development interventions or poverty-reduction initiatives in micro or meso-level projects and programmes. Professionally, the candidate should hold middle-management positions involving policy responsibilities and/or managerial responsibilities at the interface between different policy levels (local to national, national to international) or between different arenas (e.g. civil society- government, government-donors, INGO-national NGO, etc).

The Master’s programme offers two tracks with specific objectives and course packages that are intended for different audiences. The first track is primarily macro focused, while the second focuses mainly on the micro level.

Admission requirements

The following candidates are eligible to apply for the Master’s programmes:

• Applicants from the South must hold a university degree (Bachelor or Master) of at least four years of study in Social Sciences (Economics, Political Science, Sociology, International Relations, or related disciplines). Applicants from the South who hold a Bachelor’s degree of only three years of study must demonstrate very strong and relevant professional experience and/or have successfully completed additional training. Applicants from the North must hold a Master’s degree in Social Sciences Only applicants with excellent academic records will be accepted.
• Our ideal participant has at least two years of professional experience in a sector relevant to the programme. Applicants from the North should have relevant field experience in the South.
• Applicants must be proficient in English. Those who have received a university education in English must provide an official certificate confirming this. Other applicants must submit one of the following test results:
o TOEFL (Test of English as a Foreign Language): minimum score of 550 for paper-based test or 79 for Internet-based test. Information about this test is available at www.toefl.org.
o IELTS (International English Language Testing System): minimum score of 6.0. Information about this test is available at www.ielts.org.
o Special facilities are offered for students from other language backgrounds (in particular for French-speaking students). Students with paper-based TOEFL scores between 500 and 550 (or TOEFL Internet-based between 61 and 79) or IELTS scores between 5.0 and 6.0 may also be admitted provided they successfully complete a two-month intensive language course organised by the University of Antwerp before the start of the Master’s programme. For students selected for a VLIR-UOS scholarship, the cost of this language course is borne by the Institute (see below for details).

Application and selection procedure

Applicants applying for both academic admission and a VLIR-UOS scholarship need to consider both the admission requirements and the scholarship criteria.

Applicants applying for academic admission but not for a scholarship simply need to fulfill only the admission requirements of the host university running the programme.

The host university is in charge of the academic admission of applications. Study results will be taken into consideration during the selection, but the most important academic selection criteria are relevant professional experience and prospects for applying the acquired insights after return to the developing country. The academic admission requirements are specific to every programme.

Posted in scholarization.blogspot.com

A joint selection committee of VLIR-UOS and the host university is responsible for selecting scholarships. The host university – not the applicant – forwards the scholarship applications to the VLIR-UOS secretariat if the academic admission requirements are met. The VLIR-UOS scholarship criteria relate to the qualifications required of all scholarship applicants and selection criteria evaluated by the selection committee.

Hitachi Scholarship Foundation

The position is meant to conduct research on multi-level vehicle routing problems. The work, which involves the implementation and testing of heuristic optimization strategies, will be carried out in close collaboration with Kenneth Sörensen and Peter Goos. The candidate is expected to enroll the university’s Ph.D. program and to obtain a Ph.D. at theend of the project. A short project description can be found below.

Short project description

The main aim of this project is to develop efficient solution methods for several reallife multi-level vehicle routing problems. In multi-level vehicle routing problems, decisions are taken on different levels. For

example:

• In multi-depot vehicle routing problems, decisions need to be taken on which customer to service from which depot, besides the typical routing decisions (determining the sequence of the customers in the routes and the assignment of customers to vehicles).

• In school bus routing problems, decisions to be taken include the assignment of students to bus stops, the selection of bus stops to use, as well as the typical routing decisions.

• In location-routing problems, the algorithm decides the optimal location of distribution facilities, as well as the typical routing decisions.

A second research topic of this project is the search for the most appropriate type of solution method for multi-level routing problems: iterative or integrated. We will examine specifically whether integrated optimization yields better results than sequential or iterative optimization, and what the main influencing factors are for the differences in performance.

A third important research topic that we intend to study is the interaction between different neighborhoods that operate on different levels of a multi-level problem. This will lead to a better understanding of the working of these neighborhoods and their interaction, and make the design of more powerful metaheuristics possible.

Finally, as a fourth research topic we intend to study the integration of exact methods into the developed heuristics. More and more, the study of so-called matheuristics, heuristics integrating mathematical programming methods, are being viewed as an interesting research avenue. Progress in the development of general integer programming solvers (such ILOG’s Cplex) during the last decade has been impressive, and has become such that using these solvers for real-life (sub)problems has become an attractive option.

In fact, multi-level problems offer an interesting playground for this type of methods, as some of the sub-problems can potentially be solved using exact methods, whereas others can be solved using neighborhood search heuristics.

We offer a four-year position (with annual evaluation), a net monthly grant of about 1900 euro, and a stimulating working environment in a lively cosmopolitan city. For more information, please contact Kenneth Sörensen with email address: kenneth.sorensen@ua.ac.be

How to Encourage Girls' Scholarization

International PhD Project in Physics of future quantum-based information technologies, Poland

The main aim is to conduct the state-of-the-art research by 12 young scientists during the preparation of their PhD theses. At the same time the programme aims at intensifying international cooperation of the Polish research units. Within the scope of the programme the Foundation covers the stipends for PhD students and research grants including the costs resulting from international cooperation.

Stipends

The project is planned for 12 PhD students.

The succesful candidate will receive personal stipends amounting to 3000 PLN a month.
During the visit at partner laboratories abroad the stipend will be increased up to 4500 PLN.
Those Phd students who need additional social security will receive additional 500 PLN
to cover the latter costs.

Successful candidates will undersign separate agreements with Foundation for Polish Science which will supply the stipends directly to PhD students.

Research grant

The project includes a research grant not exceeding 35 000 PLN yearly/per person (each PhD student). These funds are used for international cooperation (costs of travel), research apparata, computers, office materials, and others.

Location

The project is run in University of Gdańsk by two Institutes:
Institute of Theoretical Physics and Astrophysics)
Institute of Experimental Physics
The adress of both institutes is: ul. Wita Stwosza 57, 80-952 Gdańsk, POLAND

The candidates - what is expected ?

The project is addressed, first of all, to graduates of physics and technical physics. On the other hand, the candidates who studied mathematics, biophysics, computer science, astrophysics, astronomy may also be candidates. We welcome open-minded people.

The project is devoted to very modern applications of the quantum mechanics. Therefore, it is expected that the candidates would have good understanding of quantum mechanics. There are, however theoreticaal and experimental subproject, so there is no needed to be scared.

We believe that well-motivated candidates can learn fast and get the necessary knowledge quite quickly. If necessary we shall try to be not only scientific supervisors but also mentors and techers. Seminars and other activities would allow the candidates to refresh the necessary grasp of physics and quantum mechanics.

The project is “international”. Thus, good command of English is required. It is necessary to communicate with foreign collaborators, to study the literature (in fact, there are essentially no source in the language other than English).

Finally, the LaTeX (or equivalent) typesetting method seems to be a standard. It is expected that the candidates would possess the knowledge of this method of preparing the publication of their results.

The first recruitment is planned to occur in the end of June 2010. It is estimated that 6 candidates will be accepted. The second recruitment is planned at the end of the first reporting period, that is, at most, in mid-September 2010. The full recruitment should be ended At the end of September. The candidates will receive the first stipend in October 2010 (the last month of the first reporting period).
